The waste strategy should be phased in with phase 1 focussing on waste reduction, this giving us time to determine how far we can reduce waste before committing to any major contracts &amp; expenditure dealing with what&#8217;s left.<\/p>\n<p>I believe that the target of 70% recycling by 2020 is achievable. However, it will require incentivising individuals and businesses for this to be reached.
