The departmental structure creates a silo mentality, causing inefficiencies which, in turn, cost time and money. I want to bring in more joined-up thinking where departments sign up to agreed policy priorities, with Key Performance Indicators in place to assess success.<\/p>\n<p>Government is not a business but should act in a more business-like manner.
